Das Kompetenzzentrum "Performance-Based Contracting (PBC)" ist eine neutrale Forschungsplattform des LOG-HSG zur Konzeption implementierungsfähiger und performancebasierter Geschäftsmodelle.
Geschäftsbeziehungen im klassischen Investitionsgütereinkauf sind häufig geprägt von einem Interessenskonflikt zwischen Hersteller und Käufer. Der Hersteller maximiert seinen Gewinn durch den Verkauf seines physischen Produkts (z.B. Röntgen-Gerät) und Zusatzleistungen im After-Sales-Geschäft (z.B. Reparatur- und Wartungsverträge). Der Käufer ist dagegen weniger am Produkt an sich interessiert, sondern vielmehr an dessen eigentlicher Ergebnisleistung (z.B. Röntgenbild oder -diagnose). Zudem hofft der Käufer auf eine hohe Qualität und Zuverlässigkeit des Produkts, damit er die Zusatzleistungen möglichst selten in Anspruch nehmen muss.
PBC ist ein Ansatz, um diesen Interessenskonflikt aufzulösen. Grundidee ist, dass der Käufer nicht ein physisches Produkt, sondern ein Leistungsergebnis kauft und nach klar definierten Leistungseinheiten vergütet. Unter der Maxime der Ergebnisorientierung bei der partnerschaftlichen Vertragsgestaltung und der Zuhilfenahme von innovativen Vergütungs- und Leistungssystemen, schafft PBC das Potential, die Kosten im Investitionsgütereinkauf reduzieren, die Zuverlässigkeit der Produkte zu steigern und die Käufer-Hersteller-Beziehung enger zu verzahnen.
Die Erarbeitung konkreter Lösungsansätze erfolgt in 4 Projektphasen, die jeweils auf eine Dauer von 6 Monaten angesetzt sind. Ausgehend von einer detaillierten Analyse des Status Quo der Projektpartner, werden in enger Abstimmung zwischen Hersteller- und Käuferseite performancebasierte Leistungen mögliche strategische Optionen identifiziert und hinsichtlich Realisierbarkeit, Wirtschaftlichkeit und Risikos evaluiert. Die Konzeption geeigneter Leistungs- und Vergütungssysteme erfolgt in enger Abstimmung mit dem Aufbau eines komplementären Steuerungssystems. Dieses soll mittels zentraler Kennzahlen, den sogenannten Performance-Indikatoren, die gewünschten qualitativen und ökonomischen Leistungsanreize sicherstellen. Best-Practices und aktuellste Forschungserkenntnisse internationaler Praxisbeispiele fliessen fortlaufend in die Arbeit des Kompetenzzentrum sein und stellen so die praktische Relevanz und den innovativen Gehalt der erarbeiteten Lösungen sicher.

PublicationPerformance Based Logistics : A New Management Approach in the Defense Sector(Springer Gabler, 2014)Hofmann, ErikThis paper introduces and describes a new logistics approach called performance-based logistics (PBL). PBL was developed by the US Department of Defense (DoD) and Great Britain. In times of increased costs and scarce financial resources, a rethink towards a more performance-orientated approach became necessary. In the United States of America for example, the majority of costs are spent on the sustainment of a weapon system. The main goal of the PBL approach is to optimize the supply chain and improve the utilisability of a weapon system while, at the same time, lowering the total cost of ownership. Since the Swiss Armed Forces are confronted with similar problems, the aim of this paper is to give an idea of how PBL could be implemented. The paper is based on the survey undertaken by the Chair of Logistics Management, University of St. Gallen (LOG-HSG).
