Abstract
Digital Product Passports (DPPs) create new demands for product-data management and transparency across supply chains. Small and medium-sized enterprises (SMEs) face particular challenges due to fragmented data, limited resources and evolving regulatory requirements. Drawing on desk research and literature analysis, this whitepaper examines the regulatory, technical and organisational barriers to DPP adoption and develops a practical implementation framework. The framework combines a structured product-data backbone, proportionate automation for data preparation and validation, and routines for compliance and interoperability. The analysis distinguishes between internal data-preparation tasks that can be supported through technology and challenges requiring coordination across the value chain, particularly supplier data acquisition and lifecycle updates. It offers recommendations for SMEs and DPP solution providers, emphasising traceability, human accountability and adaptable data governance as foundations for scalable implementation.
