Abstract
This paper presents the initial stages of a research project on the use of novel digital technologies for illicit transactions and the policies aimed at preventing such activities. With a focus on Latin America, the project examines practices in illegal markets and policies in the areas of platform content and digital payments regulation. The project combines sociological, legal and policy approaches to empirically identify trends and patterns in illicit practices and digital business regulations. The exploration, articulated around three work packages, addresses the following questions: (1) How do new digital technologies reconfigure selling and purchasing practices in markets for illegal goods and services? (2) How does platform regulation affect illegal transactions and vice-versa? (3) What are the trends and drivers of policies aimed at preventing illicit transactions through digital payments?
