Petro-Modernity and the Racialized Politics of Extraction: ENI and the Making of the African Anthropocene

Abstract
Analyzing two ENI documentaries from the 1960s, Oduroh (1964) and Uomini del petrolio (1965, Oilmen), this article considers the historical and contemporary logics shaping Italy’s extractive relationship with Africa. Framed by the recent revival of Enrico Mattei’s legacy in Giorgia Meloni’s government current “Mattei Plan for Africa,” the essay reads these corporate films as crucial interscalar devices. The films reveal ENI’s strategy of using developmentalist narratives and specific visual representations to naturalize its largescale interventions. Oduroh shows the making of African subjects suitable for extractive work, while Uomini del petrolio documents the physical reshaping of African landscapes for resource exploitation. Together, these films exemplify what the paper identifies as the dual processes of cultural and material transformation necessary for establishing extractive operations in Africa. The article contributes to discussions of petro-modernity, the African Anthropocene, and racial capitalism by showing how ENI’s simultaneous construction of extractive infrastructure and developmentalist narratives produced new ways of imagining Africa’s territories and futures.

Dieser Artikel analysiert zwei ENI-Dokumentarfilme aus den 1960er Jahren, Oduroh (1964) und Uomini del petrolio (1965, Ölmänner), und untersucht die historischen und zeitgenössischen Logiken, die Italiens extraktive Beziehung zu Afrika prägen. Vor dem Hintergrund der jüngsten Wiederbelebung von Enrico Matteis Vermächtnis im aktuellen „Mattei-Plan für Afrika" der Regierung Giorgia Meloni liest der Essay diese Unternehmensfilme als entscheidende interskalare Instrumente. Die Filme offenbaren ENIs Strategie, entwicklungspolitische Narrative und spezifische visuelle Darstellungen zu nutzen, um ihre großangelegten Interventionen zu naturalisieren. Oduroh zeigt die Formung afrikanischer Subjekte, die für extraktive Arbeit geeignet sind, während Uomini del petrolio die physische Umgestaltung afrikanischer Landschaften zur Ressourcenausbeutung dokumentiert. Zusammen veranschaulichen diese Filme exemplarisch, was der Aufsatz als die dualen Prozesse kultureller und materieller Transformation identifiziert, die für die Etablierung extraktiver Operationen in Afrika notwendig sind. Der Artikel leistet einen Beitrag zu Diskussionen über Petromoderne, das afrikanische Anthropozän und rassistischen Kapitalismus, indem er zeigt, wie ENIs gleichzeitige Konstruktion extraktiver Infrastruktur und entwicklungspolitischer Narrative neue Weisen hervorbrachte, Afrikas Territorien und Zukünfte zu imaginieren.

Analysant deux documentaires de l'ENI des années 1960, Oduroh (1964) et Uomini del petrolio (1965, Hommes du pétrole), cet article examine les logiques historiques et contemporaines qui façonnent la relation extractive de l'Italie avec l'Afrique. Encadré par la récente relance de l'héritage d'Enrico Mattei dans l'actuel « Plan Mattei pour l'Afrique » du gouvernement de Giorgia Meloni, l'essai lit ces films d'entreprise comme des dispositifs interscalaires cruciaux. Les films révèlent la stratégie de l'ENI consistant à utiliser des récits développementalistes et des représentations visuelles spécifiques pour naturaliser ses interventions à grande échelle. Oduroh montre la fabrication de sujets africains adaptés au travail extractif, tandis que Uomini del petrolio documente le remodelage physique des paysages africains pour l'exploitation des ressources. Ensemble, ces films illustrent ce que l'article identifie comme les processus doubles de transformation culturelle et matérielle nécessaires à l'établissement d'opérations extractives en Afrique. L'article contribue aux discussions sur la pétro-modernité, l'Anthropocène africain et le capitalisme racial en montrant comment la construction simultanée par l'ENI d'infrastructures extractives et de récits développementalistes a produit de nouvelles façons d'imaginer les territoires et les avenirs de l'Afrique.
