Running like a fugitive: Impediments to innovation as triggers of foreign R&D collaboration, outsourcing, and offshoring

Abstract
Much IB literature has focussed on explaining off-shoring of R&D, foreign R&D outsourcing, and foreign R&D collaboration as a result of firm-external attractive factors or industry-level trends. In this contribution we focus on explaining this internationalisation as a result of firm-internal weaknesses, specifically, impediments to innovation. Using the exploration-exploitation dichotomy as our theoretical framework, we build hypotheses on specific relationships between impediments to innovation and the modal choice of R&D internationalisation. We test these hypotheses by using an exceptionally large and detailed data set to estimate population-averaged cross-sectional time series (panel) models. Our results provide support for most of the hypothesised relationships. Finally, we discuss the significance of these findings for IB research.
