Abstract
The steady increase of the usage and the value of electronic services in private and business contexts leads to a high capacity utilization as well as very heterogeneous requirements for data transport. Network operators are challenged to guarantee a satisfactory transport service in these heterogeneous application contexts (service effectiveness) and to generate sustainable profits (service efficiency) in parallel. Technology and business model innovations create a higher market complexity putting
pressure on traditional incumbents. But they also enable new cooperations for the provisioning of telecommunication services (Li and Whalley 2002). The value activities in telecommunications can be structured in three functional layers with fundamental different economics (Fransman 2002).
