Ziel des Projektes ist es, eine an die föderale Struktur der Schweiz angepasste Referenzarchitektur für prozessorientiertes E-Government zu entwickeln. Dabei kommen aktuelle Technologien wie Referenzmodellierung, Service-Orientierte Architektur (SOA), Ontologien und modellgetriebene Entwicklung zur Anwendung und es werden die Spezifika des Verwaltungsgeschäftes berücksichtigt.

Der wirtschaftliche Nutzen einer solchen Architektur ist mehrfach:

-Ein Effizienzgewinn und damit Zeit- und Kosteneinsparungen bei der Verwaltung;
-Effizientere Prozesse für die Kunden der Verwaltung, speziell für Firmen;
-Damit verbunden eine Verbesserung der Standortqualität;
-Produktinnovationen für Anbieter von Dienstleistungen für die Verwaltung und für Kunden der Verwal-tung, speziell für Softwarefirmen.

Die Tragfähigkeit des Ansatzes wird am Beispiel der elektronischen Gewinnsteuererklärung gezeigt.

Information and Communication Technologies (ICT) have paved the way for a new era of industrialization. Services, which can be consumed via Web browsers and allow for the location-independent trade with products and services of all kinds already, are about to be transformed into Web services, i.e. modules, which are machine-processible and can be integrated into globally dispersed, dynamic value chains. The brokering between service consumers and providers requires the design of novel electronic business media which follow and augment the vision of Service-oriented Architectures (SOAs). The organization of value creation has changed fundamentally in numerous industries during the last years. Rather than being part of hard-wired value chains, today's companies increasingly establish loosely coupled, adaptive business networks. However, seamless interoperation across corporate boundaries still faces significant managerial as well as technological challenges. In this work, we propose a reference architecture framework for electronic business media that overcome the drawbacks of today's business-to-business (B2B) solutions. Based on the St. Gallen Media Reference Model this reference framework builds on the design principle of modularity which proved critical for the success of numerous "artefacts" in other, more mature industries. Web Services have experienced great interest during the last years as they were expected to act as enablers of seamless application-to-application integration both within company boundaries and on a global scale. However, a truly global mesh of interoperable services has not yet become reality due to various reasons. Novel technologies and design principles are now about to emerge which shift the Internet towards a major inflection point: It is envisioned to evolve as a global platform for the retrieval, combination and utilization of interoperable resources. In this article, we contrast the Internet of today and the envisioned Internet of Services along three major categories: Stakeholders, Applications and finally Technology. The focus thereby lies on electronic interoperation across the boundaries of companies and governmental institutions . It shall motivate members of the SEAC to propose amendments or extensions towards a comprehensive, common understanding.
