The research project takes a regional approach to analyze energy and climate governance in
Switzerland and Ukraine. Our particular focus is on whether and how decentralized energy and
climate governance leads to more effective decarbonization. We will assess the progress made
by different regions based on emissions data, adoption of key renewable energy technologies,
investment flows, and policies and incentive schemes. These findings will then be combined into
a Local Energy Transition Progress Index, allowing to rank the different regions. A qualitative
content analysis of climate and energy-related regulations at regional level, as well as a
quantitative analysis of public budgets will be conducted to measure the degree of
decentralization of energy and climate governance. Finally, a survey with a choice experiment will
investigate citizen preferences for decentralizing energy and climate governance, and for getting
directly involved in implementing the energy transition.
