When “made in Europe” is more important than money: Investigating the role of community benefit schemes on community acceptance of wind energy in Switzerland

Abstract
This study investigates factors shaping community acceptance of wind energy projects on a local level in Switzerland, a country that remains far behind most European states in terms of wind energy deployment. Even though distributive justice mechanisms are often seen as important drivers of social acceptance, empirical research findings remain mixed. In addition, most papers rely on national samples, not capturing the specificities needed to understand the local level. To address this gap, a representative local survey (N=322) in Eastern Switzerland was conducted using a discrete choice experiment to assess how different wind project characteristics, including community benefit schemes, influence acceptance of a hypothetical wind park on the outskirts of the city of St.Gallen. In addition to widely used attributes in social acceptance literature (i.e., number of wind turbines, ownership structure), newly examined attributes were also included (i.e., origin of wind turbine manufacturer, material of turbine tower). Results indicate high general acceptance for the hypothetical wind project, with 75.4% voting (rather) in favour. CBC analysis shows that the origin of the wind turbine manufacturer is the most important attribute: turbines from a Danish manufacturer made the project significantly more popular than wind turbines from a U.S. or Chinese manufacturer. Tower material ranks second, with steel and wood towers perceived favourably and concrete unfavourably. Locally diversified ownership structures ranked third. The wind resource tax, as the operationalized community benefit scheme enhance acceptance levels, although its importance remains comparatively small. These findings suggest that community benefit schemes can strengthen community acceptance of future wind energy projects, but do not need to be seen as the only elixir to shape community acceptance. Policymakers should consider recommending guidelines for wind parks “made in Europe”, but also that visually and environmentally appealing materials for the wind turbine tower should not be neglected.

Diese Studie untersucht Faktoren, die die Akzeptanz von Windenergieprojekten auf lokaler Ebene in der Schweiz beeinflussen – einem Land, das beim Ausbau der Windenergie hinter den meisten europäischen Staaten weit zurückbleibt. Auch wenn Mechanismen der Verteilungsgerechtigkeit oft als wichtige Triebkräfte für die gesellschaftliche Akzeptanz angesehen werden, fallen die Ergebnisse der empirischen Forschung nach wie vor gemischt aus. Zudem stützen sich die meisten Studien auf nationale Stichproben, wodurch die für das Verständnis der lokalen Ebene erforderlichen Besonderheiten nicht erfasst werden. Um diese Lücke zu schliessen, wurde in der Ostschweiz eine repräsentative lokale Umfrage (N=322) unter Verwendung eines diskreten Wahlversuchs durchgeführt, um zu beurteilen, wie verschiedene Merkmale von Windkraftprojekten, einschliesslich von Programmen zum Nutzen der Gemeinde, die Akzeptanz eines hypothetischen Windparks am Stadtrand von St. Gallen beeinflussen. Neben den in der Literatur zur gesellschaftlichen Akzeptanz häufig verwendeten Merkmalen (z. B. Anzahl der Windkraftanlagen, Eigentumsverhältnisse) wurden auch neu untersuchte Merkmale einbezogen (z. B. Herkunft des Windkraftanlagenherstellers, Material des Turms). Die Ergebnisse zeigen eine hohe allgemeine Akzeptanz für das hypothetische Windkraftprojekt: 75,4 % sprachen sich (eher) dafür aus. Die CBC-Analyse zeigt, dass die Herkunft des Windturbinenherstellers das wichtigste Merkmal ist: Turbinen eines dänischen Herstellers machten das Projekt deutlich beliebter als Windturbinen eines US-amerikanischen oder chinesischen Herstellers. An zweiter Stelle steht das Turmmaterial, wobei Stahl- und Holztürme positiv und Betontürme negativ wahrgenommen werden. Lokal diversifizierte Eigentumsverhältnisse belegten den dritten Platz. Die Windressourcensteuer als operationalisiertes Programm zum Nutzen der Gemeinde erhöht die Akzeptanz, auch wenn ihre Bedeutung vergleichsweise gering bleibt. Diese Ergebnisse deuten darauf hin, dass Programme zum Nutzen der Gemeinde die Akzeptanz künftiger Windenergieprojekte stärken können, jedoch nicht als das einzige Allheilmittel zur Gestaltung der Akzeptanz in der Gemeinde angesehen werden müssen. Die politischen Entscheidungsträger sollten erwägen, Richtlinien für Windparks «made in Europe» zu empfehlen, dabei aber auch berücksichtigen, dass optisch und ökologisch ansprechende Materialien für die Windturmkonstruktion nicht vernachlässigt werden sollten.

Cette étude examine les facteurs qui déterminent l’acceptation par les communautés de projets éoliens au niveau local en Suisse, un pays qui reste loin derrière la plupart des États européens en matière de déploiement de l’énergie éolienne. Même si les mécanismes de justice distributive sont souvent considérés comme des facteurs importants d’acceptation sociale, les résultats des recherches empiriques restent mitigés. De plus, la plupart des articles s’appuient sur des échantillons nationaux, ce qui ne permet pas de saisir les spécificités nécessaires à la compréhension du niveau local. Afin de combler cette lacune, une enquête locale représentative (N = 322) a été menée en Suisse orientale à l’aide d’une expérience de choix discret visant à évaluer comment différentes caractéristiques des projets éoliens, y compris les programmes d’avantages pour la communauté, influencent l’acceptation d’un parc éolien hypothétique situé à la périphérie de la ville de Saint-Gall. Outre les attributs couramment utilisés dans la littérature sur l’acceptation sociale (à savoir le nombre d’éoliennes et la structure de propriété), de nouveaux attributs ont également été pris en compte (à savoir l’origine du fabricant des éoliennes et le matériau du mât). Les résultats indiquent une forte acceptation générale du projet éolien hypothétique, 75,4 % des personnes interrogées se déclarant (plutôt) favorables. L’analyse CBC montre que l’origine du fabricant des éoliennes est l’attribut le plus important : les éoliennes d’un fabricant danois ont rendu le projet nettement plus populaire que celles d’un fabricant américain ou chinois. Le matériau des mâts arrive en deuxième position, les mâts en acier et en bois étant perçus favorablement, contrairement à ceux en béton. Les structures de propriété diversifiées au niveau local occupent la troisième place. La taxe sur les ressources éoliennes, en tant que dispositif opérationnel de retombées pour la communauté, renforce les niveaux d’acceptation, bien que son importance reste relativement faible. Ces résultats suggèrent que les dispositifs de retombées pour la communauté peuvent renforcer l’acceptation par la population de futurs projets éoliens, mais qu’ils ne doivent pas être considérés comme le seul remède miracle pour façonner cette acceptation. Les décideurs politiques devraient envisager de recommander des lignes directrices pour des parcs éoliens « fabriqués en Europe », mais aussi de veiller à ce que les matériaux esthétiquement et écologiquement attrayants pour les mâts des éoliennes ne soient pas négligés.
