The paper presents the results of the final evaluation of the Swiss participation in the European Community Initiative INTERREG II . The goals of the Swiss policy of European integration as well as the goals of the INTERREG II- Programme: Both are determined by a 'hidden agenda'. Therefore the focus of an evaluation changes from quantity to quality. At this level of analysis, the process is clearly in the foreground whereby the measurement of results is secondary
