This cumulative dissertation analyses the institutional maintenance of the Swiss collective skill formation system. It focuses on the time around the major 2002 reform of the vocational education and training (VET) system. Composed of seven chapters, the dissertation addresses the broad question how intermediary associations contribute to stabilising collective skill formation. The first part is based on a new database on the Swiss Organisations of the World of Work in upper-secondary level VET. The remaining chapters present case studies of intermediary associations institutional work in three reform processes in small occupations. The findings demonstrate that in the last two decades the Swiss VET system underwent transformations at the subnational level. The associational landscape became more heterogeneous due to the creation of new forms of intermediary associations, especially in sectors recently integrated into the VET system. The reform processes in small occupations produced a variety of individualised solutions of how to organise VET. Associational leaders institutional work was decisive to mobilise additional material resources as well as internal and external support. In conclusion, the dissertation provides a rich description of the Swiss VET system that highlights incremental adaptations, which, up to date, have contributed to its maintenance.
