Abstract
The rapid expansion of digital technologies has paved the way for new forms of organizing, facilitated by increased data and knowledge exchange between individuals and organizations. However, this poses major new challenges for designing effective governance mechanisms. This paper highlights the critical role of digital governance in facilitating digitally enabled exchange relationships. To this end, we propose a typology of analog, augmented, and automated governance modes, each associated with specific control, coordination, incentive, and trust mechanisms. Additionally, we provide a heuristic for determining the optimal governance choice via the interplay of transactivity (i.e., the contributors, connections, and consistency in an exchange network) and corresponding governance costs. Our study advances the governance literature by defining digital governance as a distinct form and outlining key governance mechanisms and choices in the digital era. Finally, we identify avenues for future research in this field.

Die rasante Verbreitung digitaler Technologien hat den Weg für neue Organisationsformen geebnet, die durch den verstärkten Austausch von Daten und Wissen zwischen Individuen und Organisationen ermöglicht werden. Dies stellt jedoch große neue Herausforderungen für die Gestaltung effektiver Governance-Mechanismen dar. Dieser Beitrag hebt die zentrale Rolle der digitalen Governance bei der Erleichterung digital gestützter Austauschbeziehungen hervor. Zu diesem Zweck schlagen wir eine Typologie analoger, erweiterter und automatisierter Governance-Modi vor, die jeweils mit spezifischen Kontroll-, Koordinations-, Anreiz- und Vertrauensmechanismen verbunden sind. Zudem stellen wir eine Heuristik zur Bestimmung der optimalen Governance-Wahl vor, die auf dem Zusammenspiel von Transaktivität (d. h. den Beitragenden, Verbindungen und der Konsistenz in einem Austauschnetzwerk) und den entsprechenden Governance-Kosten basiert. Unsere Studie bereichert die Governance-Literatur, indem sie digitale Governance als eigenständige Form definiert und zentrale Governance-Mechanismen und -Wahlmöglichkeiten im digitalen Zeitalter aufzeigt. Abschließend identifizieren wir Ansätze für zukünftige Forschung auf diesem Gebiet.

L'expansion rapide des technologies numériques a ouvert la voie à de nouvelles formes d'organisation, facilitées par l'échange accru de données et de connaissances entre individus et organisations. Cependant, cela pose de nouveaux défis majeurs pour la conception de mécanismes de gouvernance efficaces. Cet article met en lumière le rôle crucial de la gouvernance numérique dans la facilitation des relations d'échange habilitées par le numérique. À cette fin, nous proposons une typologie des modes de gouvernance analogique, augmentée et automatisée, chacun étant associé à des mécanismes spécifiques de contrôle, de coordination, d'incitation et de confiance. De plus, nous fournissons une heuristique pour déterminer le choix optimal de gouvernance par l'interaction de la transactivité (c'est-à-dire les contributeurs, les connexions et la cohérence dans un réseau d'échange) et des coûts de gouvernance correspondants. Notre étude fait avancer la littérature sur la gouvernance en définissant la gouvernance numérique comme une forme distincte et en décrivant les mécanismes et choix clés de gouvernance à l'ère numérique. Enfin, nous identifions des pistes pour de futures recherches dans ce domaine.
