Item type:Publication, Does citizen participation improve acceptance of a Green Deal? Evidence from choice experiments in Ukraine and SwitzerlandGreen Deals - policy packages aimed at streamlining climate mitigation investments - have recently been established in several countries to stay within the 1.5 °C global warming target. They are usually adopted on a national or supranational level, such as the European Green Deal, and follow a top-down approach of policymaking. Given the crucial role of social acceptance in successful energy and climate policy implementation, a stream of literature pointed out the important role of citizen co-investment and community participation. This paper focuses on two countries that are currently considering the introduction of a Green Deal, namely Switzerland and Ukraine, and investigates citizen preferences for design options to enhance community participation. The results show varying degrees of preferences for local participation: Ukrainian respondents are sensitive to local communities being involved in Green Deal-related decision-making, whereas this is less important to Swiss respondents as long as there is transparency and they have veto rights on specific projects. While respondents from both countries prefer a Green Deal to involve a diversified portfolio of renewable energy, clean transport and energy efficiency in buildings, they exhibit interesting differences with regard to their preferred funding sources and who should be eligible for Green Deal financing.Type:journal articleJournal:Energy PolicyVolume:189Issue:June 2024, 114106 - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Decarbonising the rental housing market: An experimental analysis of tenants' preferences for clean energy features of residential buildingsEnd-use electrification has been identified as one of the most promising strategies for decarbonizing the building sector. While there is significant growth of distributed solar photovoltaics (PV), heat pumps and electric vehicles (EV) in many countries, the majority of this trend has been driven by high-income households, often owners of single-family homes. Further diffusion of clean energy technologies in buildings depends on addressing additional market segments, such as tenants who represent a large part of the population. We conducted a choice experiment with N = 1′005 Swiss tenants to investigate their preference for clean energy features when choosing an apartment. Inspired by the Theory-of-Planned-Behaviour, we tested the influence of Perceived Behavioral Control and Social Norms on respondents' preferences. We find that tenants express a positive willingness-to-pay for well-insulated apartments, and strongly prefer heat pumps over fossil heating. Furthermore, adding rooftop solar PV increases tenants' likelihood to choose an apartment, while an EV-charging-station is only preferred in combination with solar PV. 55.7% of tenants would also be willing to co-invest in rooftop PV.
