    Digital Public Sector Innovation: Convergence and Divergence between Research and Practice

    Digital innovation has become a key driver of change in the public sector. Governments worldwide are launching numerous initiatives to modernize services, improve efficiency, and strengthen citizen engagement, while academic research on the topic has expanded rapidly. Yet it remains unclear whether scholars and practitioners address similar priorities or differ in their thematic focus. Such divergence may limit the practical relevance of academic knowledge and constrain its contribution to public sector innovation. This study compares the insights from interviews with Chief Digital Officers (n=25) from public administrations around the world with the thematic emphases of academic publications (n=433). The analysis reveals substantial overlap alongside clear differences in the perceived importance of specific topics. Using a conceptual four-quadrant framework, these patterns are systematically mapped to assess how research topics correspond to or diverge from practical priorities. The findings offer a structured understanding of the differences in thematic emphases on digital innovation in the public sector and clarify where theory and practice can mutually inform each other.
