Abstract
As artificial intelligence becomes embedded in teaching, research, and university administration, the ethical challenge is no longer limited to plagiarism and cheating. Higher education institutions now need governance frameworks that address disclosure, data protection, accountability, and institutional responsibility across the whole university system.
