SoekadarEmerging technologies challenge conventional governance approaches, especially when uncertainty is not a temporary obstacle but a foundational feature as in quantum computing. This paper reframes uncertainty from a governance liability to a generative force, using the paradigms of quantum mechanics to propose adaptive, probabilistic frameworks for responsible innovation. We identify three interdependent layers of uncertainty—physical, technical, and societal—central to the evolution of quantum technologies. The proposed Quantum Risk Simulator (QRS) serves as a conceptual example, an imaginative blueprint rather than a prescriptive tool, meant to illustrate how probabilistic reasoning could guide dynamic, uncertainty-based governance. By foregrounding epistemic and ontological ambiguity, and drawing analogies from cognitive neuroscience and predictive processing, we suggest a new model of governance aligned with the probabilistic essence of quantum systems. Item type:Publication, Narratives on quantum technologies: a cross-domain analysis of media, business, and policy discourses(Cambridge University Press (CUP), 2025-12-23); ; ; Narratives shape public perceptions and policymaking around emerging technologies like quantum technologies (QTs), yet what narratives develop across different societal domains remains underexplored. This study analyzes narratives about QTs in 36 government documents, 163 business reports, and 2023 media articles published over the past 23 years, using a mixed-methods approach that combines topic modeling with qualitative thematic analysis. We find that the dystopian or utopian extremes associated with technologies such as artificial intelligence are largely absent from discourse about QTs. Media coverage tends to cover a broad range of topics, while business and government narratives emphasize technical milestones, economic competitiveness, and national security, frequently at the expense of questions about ethics, equity, and accessibility. We discuss the implications of this focus, particularly the risk that an emphasis on zero-sum geopolitical competition could foster a more closed and fragmented innovation ecosystem. Policy Significance Statement This study equips policymakers and industry leaders with evidence-based insights into the narratives that shape public perceptions of quantum technologies. An analysis of 2200+ documents reveals that while technical narratives dominate, geopolitical concerns are gaining ground, often at the expense of ethical considerations, especially in business and policy discourse. Unlike polarized debates on AI, quantum discourse remains cautiously optimistic but risks fostering innovation silos via "quantum race" framing. Item type:Publication, Quantum technologies and geopolitics: comparing parliamentary rhetoric(Springer Science and Business Media LLC, 2025-12-09); ; ; Quantum technologies are rapidly emerging as a strategic priority for global political powers. Yet little is known about how policymakers across countries perceive the security implications of quantum technologies, even though such perceptions shape policy priorities and public understanding of technological threats. Drawing on securitization theory, we analyze parliamentary speeches from 2010 to 2024 across Australia, the United Kingdom, the United States, the European Union, and Singapore. Using computational social science tools, including a novel method based on large language models to quantify security emphasis, we report on three principal findings. First, attention and security framing vary markedly across legislatures, with the United States showing the highest intensity, the United Kingdom a moderate pattern, and Australia comparatively muted security rhetoric despite frequent discussion. Second, security emphasis rises over time in every parliament studied. Third, highly securitized debates cluster around the topics of transitions to quantum-secure communication infrastructures, great-power competition and alliances (including AUKUS), and the regulation of cross-border capital, knowledge, and technology flows. Item type:Publication, When Politicians Talk AI: Issue‐Frames in Parliamentary Debates Before and After ChatGPTArtificial intelligence (AI) is increasingly recognized as a crucial issue in political discourse, yet comparative research on how political perspectives on AI vary across countries, particularly following ChatGPT's public debut, remains limited. This paper presents a cross-national analysis of AI framing in parliamentary debates, exploring their evolution from 2014 to 2024 in the US Congress, EU Parliament, Parliament of Singapore, and Swiss Federal Assembly. Grounded in framing theory and insights from comparative political economy, we assemble a novel data set of parliamentary speech transcripts and employ a mixed-methods approach, combining natural language processing with qualitative content analysis, to identify framing patterns. Our findings reveal a steep surge in AI discussions across all legislatures after ChatGPT's 2022 release, propelled predominantly by ethics and regulation concerns. We also identify distinct national priorities: the US emphasizes defense, Singapore links AI to economic innovation and workforce development, the EU focuses on ethical governance, and Switzerland shows limited but regulation-centric engagement. These divergences highlight how distinct national and geopolitical priorities shape local AI policy debates. Quantum computers exploit principles of quantum mechanics, such as superposition and entanglement, to represent data and perform operations on them. Both of these principles enable quantum computers to solve very specific, complex problems significantly faster than standard computers. Against this backdrop, this fundamental gives a brief overview of the three layers of a quantum computer: hardware, system software, and application layer. Item type:Publication, An Inquiry into the Transformation of the PR Roles' ConceptPurpose Recent years have seen resurgent interest in professionalism in public relations, with several initiatives to enquire about the state of the communication profession and its part in organizational strategy. This article discusses the findings of a quantitative investigation into the work roles of European communication professionals. In particular, our research investigates different professional roles, as developed in previous roles research, while taking a particular look at managerial role enactment. Design/methodology/approach We report the findings of an explorative study among 551 European communication professionals. The measures are used in this study are closely aligned with previous roles research, but modernized. We analyzed the data with factor analysis and structural equation modeling. Findings We unfold four distinct contemporary managerial tasks ("diagnosis", "coaching", "liaison" and "execution"), extending previous research rooted in distinguishing these managerial tasks from more technical ones. As a result we show that (1) managerial role enactment is predominately determined by education and work experience, with a diminishing gender gap when it comes to performing managerial tasks alone, and (2) that these roles just partly relate to salary but highly relate to job satisfaction, particularly when it comes to taking part in management decision making (tasks that require responsibility, accountability, job diversity and also an analytical, strategic mindset). Item type:Publication, Journalists's Professional Identity : A resource to cope with change in the industry?The internet, and particularly social media, have brought far-reaching change to journalism by calling into question how journalists' traditional roles are perceived. We introduce social identity theory-specifically the concept of professional identity-as a complementary approach to study journalistic role conceptions from a dynamic perspective. Building on existing findings in both research streams (professional identity and journalistic role conceptions), we undertook a qualitative study to explore the interplay between journalists' role perceptions, the core values of journalism, and ongoing change in the industry. Our analysis of 26 interviews conducted in a Swiss newsroom provided an affirmative answer to the question whether journalists' professional identity serves as a resource that helps them to cope with uncertainty. By identifying different identity negotiation mechanisms, we illustrate journalists' sensemaking of developments in their work environment. We show that journalists who rely on an elitist, traditional role concept construct online journalism as a threat to quality journalism and journalists' personal status. Another group of journalists with more service-oriented and solutions-oriented role concepts strives to improve a newspaper's online journalism. Item type:Publication, A relational altmetric? Network centrality on ResearchGate as an indicator of scientific impactSocial media are becoming increasingly popular in scientific communication. A range of platforms, such as academic social networking sites (SNS), are geared specifically towards the academic community. Proponents of the altmetrics approach have pointed out that new media allow for new avenues of scientific impact assessment. Traditional impact measures based on bibliographic analysis have long been criticized for overlooking the relational dynamics of scientific impact. We therefore propose an application of social network analysis to researchers' interactions on an academic social networking site to generate potential new metrics of scientific impact. Based on a case study conducted among a sample of Swiss management scholars, we analyze how centrality measures derived from the participants' interactions on the academic SNS ResearchGate relate to traditional, offline impact indicators. We find that platform engagement, seniority, and publication impact contribute to members' indegree and eigenvector centrality on the platform, but less so to closeness or betweenness centrality.
